Good intro to using Twitter. I'd like to add a few tips on getting followers:
1. Use TweetDeck http://www.tweetdeck.com to keep track of multiple columns on Twitter - one being a search term of interest to you. (This is how I found the person who tweeted about this article. I'm not following him...yet) You can then find people who are tweeting about your industry and follow them and tweet with them. They will likely follow you back if you're interesting as the article above states.

2. Use Twitter Elite within Twitter Grader, http://twitter.grader.com to find notable twitterers from any city you want. For example, I'm in Burlingame, CA. I checked out the top 100 twitterers in this city (I'm #41) and looked at their profiles to see which of them I want to follow. Again, many will follow you back. Then, you can start engaging with these people in your local area if that's important to you. I did this for 3 cities in my local area.

3. Consistently tweet great quotes, links to good articles, interesting information about you, and retweets from important people and you'll steadily get new followers every day. Decide which of those people you want to follow back.

Hope this helps!
